A vinyl acetate-vinyl chloride copolymer used as a film-former in cosmetics, with concern about residual vinyl chloride monomer (VCM) classified as a known human carcinogen.

Vinyl chloride monomer (VCM) is a known human carcinogen (IARC Group 1) and its presence as a residual monomer in copolymers is strictly controlled. EU Directive 2004/37/EC and REACH Annex XVII limit residual VCM in polymers to very low levels (<1 ppm in practice for cosmetics). Modern manufacturing can achieve VCM levels below analytical detection. The polymer itself is inert, but residual monomer concerns and the regulatory history keep this ingredient's safety score low.
