Verbena absolute (Lippia citriodora absolute) is not banned under EU Regulation (EC) No 1223/2009 but is regulated for fragrance allergen content. The SCCS has identified citral, limonene, linalool, geraniol, and citronellol as contact allergens that must be declared in the ingredient list when present above 0.001% in leave-on products and 0.01% in rinse-off products under EU Cosmetics Regulation Article 19. The IFRA standard restricts its use due to phototoxicity concerns for some Lippia species.
