Zinc cerium oxide is a mixed metal oxide combining zinc oxide (an established Annex VI UV filter) with cerium oxide (a UV-absorbing lanthanide oxide used in glass, polishing, and some cosmetic research applications). As a distinct INCI material it is relatively new. EU Annex VI lists zinc oxide (including nano) up to 25%, but the mixed zinc-cerium oxide is not separately listed; regulatory status depends on classification and composition. Cerium oxide itself has low acute oral and dermal toxicity in published studies, but long-term cosmetic-exposure data is limited. Nano-grade versions would require nanomaterial labelling under EU rules. Yellow scoring reflects novelty and regulatory ambiguity.
