Benzyl Alcohol (CAS 100-51-6) is listed in EU Cosmetic Regulation Annex III with entry 37, which restricts its maximum concentration to 1% in ready-to-use ready-to-use cosmetic products (excluding oral care and hair spray). It is widely used as a fragrance component, preservative, and solvent in cosmetic formulations. The SCCS has confirmed that 1% limit is safe for skin tolerance in the general population, but above this concentration it can cause irritation. Benzyl alcohol also appears on the EU fragrance allergen declaration list. The existing EU restriction reflects concerns around respiratory irritation and sensitization at higher concentrations.
