Bis-soyoyl/rapeseedoyl ethyl hydroxyethylmonium methosulfate is a di-acylderived quaternary ammonium salt (methosulfate counterion) used as an antistatic and conditioning agent in rinse-off cosmetic products. Quaternary ammonium compounds with two long-chain alkyl groups (ditallow, dicoco, disoy) are reviewed by SCCS for skin absorption and irritation potential. The methosulfate anion is considered low risk; the ester linkages may hydrolyze under extreme conditions. The EU's conditioning agent review notes that di-alkyl quaternary ammonium compounds are permitted in rinse-off products at up to 2.5% but restricted in leave-on due to inhalation and irritation concerns.
