CI 15585 is a synthetic azo dye based on coupled diazonium salts (CAS 2092-56-0 / 5160-02-1). Azo dyes are subject to EU restriction under Regulation 1223/2009 Annex II/1301 due to the potential to metabolise to aromatic amines classified as carcinogenic. The dye does not appear on the approved Annex IV (colorants) list for cosmetic use, suggesting it is not authorised for cosmetic application in the EU. Decorative cosmetics (lip and eye area) carry additional risk due to potential ingestion and mucous membrane exposure.
