Dimethylcarbamoyl chloride (DMCC, CAS 79-44-7) is an industrial synthesis reagent used to install dimethylcarbamoyl groups onto pharmaceuticals and agrochemicals. It is IARC Group 2A (probably carcinogenic to humans) and EU CLP harmonised-classified as Carc. 1B (H350) and Acute Tox. 3 (H331, toxic if inhaled). It is a REACH Substance of Very High Concern (SVHC) and thus automatically prohibited in cosmetics under the CMR mechanism (EU Cosmetics Regulation Annex II by reference). Chemically it hydrolyses violently on water contact, releasing HCl and dimethylamine, which rules out aqueous cosmetic matrices on basic chemistry alone. Its appearance in a cosmetic-ingredient database is regulatory watch-listing, not a formulation ingredient.
