Diuron is an ISO-named phenylurea herbicide prohibited from use in cosmetic products under EU Cosmetics Regulation (EC) No 1223/2009. It is classified as a Category 2 suspected carcinogen under EU CLP Regulation and is listed on the EU REACH Authorisation List (Annex XIV). Diuron acts as a photosynthesis inhibitor and has been associated with bladder tumors, skin sensitization, and thyroid effects in animal studies. Its presence in cosmetic formulations is strictly prohibited.
