Foeniculum vulgare flower/leaf/stalk powder is a ground aerial-part preparation of common fennel, an Apiaceae (carrot-family) plant long used in food, herbal medicine, and cosmetics. Fennel aerial parts contain anethole, estragole, fenchone, and low levels of furocoumarins. Estragole is a known genotoxic/carcinogenic constituent of several culinary herbs — EMA has issued opinions limiting oral exposure from herbal products. Topical risk is much lower than oral, but cosmetic-specific evaluations are limited. Aerial parts typically carry lower estragole than seed oil. Mild photosensitization potential from furocoumarins exists but is small at ingredient levels.
