Under CLP Regulation (EC) 1272/2008, 1,3-butadiene is classified as carcinogenic Category 1A and germ cell mutagenic Category 1B. REACH Annex XVII entry 28 restricts 1,3-butadiene to below 0.1% in substances and mixtures placed on the market, and its use in cosmetic products is expressly prohibited in the EU regardless of the matrix it appears in.
