Morpholine, phosphate is a salt of morpholine (a cyclic secondary amine) with phosphoric acid. The primary concern with morpholine-containing compounds is their potential to form N-nitrosomorpholine, a known carcinogen, particularly in acidic conditions or when co-formulated with nitrosating agents. While the phosphate salt may reduce free morpholine availability, it is not a commonly used cosmetic ingredient and lacks comprehensive safety assessment data under EU Regulation 1223/2009.
