Noretynodrel (CAS 68-23-5) is a synthetic 19-norsteroid progestogen structurally related to norethisterone, historically used in early oral contraceptives. Its EU regulatory record shows GHS hazard classifications H350 (suspected carcinogen) and H360 (may damage fertility or the unborn child), which automatically disqualify it from cosmetic use under EU Regulation 1223/2009. The substance is explicitly banned in Annex II with no permissible cosmetic use under any circumstance.
