Octoxynol-33 with 33 ethylene oxide units represents the gentler end of the octoxynol spectrum—longer EO chains reduce irritation potential and improve water solubility. However, the underlying 4-tert-octylphenol structure remains unchanged and is the root of EU regulatory concern. Higher-EO octoxynols degrade to longer-chain ethoxylates and ultimately octylphenol. The SCCS has not issued a specific opinion on octoxynols, placing them in a gray area: not banned, but under ongoing environmental risk assessment scrutiny in the EU.
