A low-ethoxylation polyethylene glycol oleate ester used as an emulsifier in cosmetic formulations, providing moderate water solubility and effective oil-wetting characteristics similar to the PEG-8 analogue, with an equivalent safety profile.
Poly(oxy-1,2-ethanediyl), α-(1-oxo-9-octadecenyl)-ω-hydroxy-(Z)- with an average of 7 mol EO. Functions as a nonionic emulsifier and co-surfactant. Not restricted under EU Regulation (EC) No 1223/2009; listed in CosIng without Annex II or III entries. The 7 mol EO chain is virtually equivalent to PEG-8 in function and safety profile, providing effective emulsification across a range of cosmetic product types. Trace 1,4-dioxane is a minor technical impurity from the ethoxylation process.
