Penmesterol (17α-methylandrost-5-en-3β,17β-diol) is a steroidal anabolic agent with potent androgenic activity. The EU Cosmetics Regulation 1223/2009 Annex II explicitly bans substances with hormonal activity in cosmetic products. As an anabolic steroid with endocrine-disrupting properties, it is classified as a CMR Substance (Carc. 1B, Repr. 1A) and is prohibited in all cosmetic categories without exception.
