Polyquaternium-60 (CAS 351425-04-2) is a high-molecular-weight cationic polymer used as a conditioning and anti-static agent in hair and skin care. Like other polyquats (Polyquaternium-7, -10, -11), its large size limits skin penetration and systemic exposure. EU CosIng lists it as hair conditioning / skin conditioning.
