This cationic pyridinium hydrazone hair dye (CAS 68259-00-7) is among the hair-dye substances explicitly prohibited under EU Regulation 1223/2009 Annex II in the 2012 SCCS-driven update. Pyridinium hydrazone dyes raise mutagenicity concerns, and the methyl sulfate counter-ion itself is an alkylating species. SCCS did not issue a favourable consumer-safety opinion for this material. Any cosmetic containing it is non-compliant in the EU/UK and most aligned markets.
