Residues (petroleum), topping plant, low-sulfur (CAS 68607-30-7) is an industrial UVCB material: the heavy atmospheric-tower bottoms from crude-oil distillation with low sulfur content. It is rich in polycyclic aromatic hydrocarbons (PAHs) and other carcinogenic species. Under EU CLP and REACH, unrefined or only mildly refined petroleum residue streams in this family are classified Carcinogen Category 1B with the "severely refined" exemption note — the exemption applies only if the material meets specific hydrocarbon-composition tests (IP 346 DMSO extract <3%). In its as-sold form this is not a finished cosmetic-grade ingredient and should not appear in consumer cosmetic products. Finished cosmetic petrolatum and white oils are downstream severely-refined products with separate CAS numbers.
