Tris[2-chloro-1-(chloromethyl)ethyl] phosphate (also known as TDCPP or Tris(1,3-dichloro-2-propyl) phosphate) is a chlorinated phosphate ester primarily used as a flame retardant in furniture, plastics, and electronics. It carries H351 (suspected of causing cancer), H410 (very toxic to aquatic life), and H411 (toxic to aquatic life) classifications. Under EU Regulation 1223/2009, ingredients classified as carcinogenic category 1B are prohibited from cosmetic products (Annex II). The ingredient is also on REACH SVHC (Substances of Very High Concern) list. Cosmetic use is banned; any detected presence would constitute a regulatory violation.
