Alkanes C10-13 chloro, commonly known as short-chain chlorinated paraffins (SCCPs), are classified as Very High Concern (SVHC) substances under REACH. They are persistent, bioaccumulative, and toxic (PBT), with documented environmental toxicity and concerns over human health effects including carcinogenicity. SCCPs are listed in EU Regulation 1223/2009 Annex II as prohibited substances in cosmetic products. They are also subject to a REACH Annex XVII restriction limiting their concentration in mixtures to ≤0.1%. Their use in cosmetics would constitute a serious regulatory violation.
