A DEA-salt of an ethoxylated oleyl alcohol phosphate similar to DEA-OLETH-5 Phosphate, restricted in the EU due to diethanolamine content and nitrosamine formation potential in cosmetic formulations.
Bis(2-hydroxyethyl)ammonium salt of ethoxylated oleyl alcohol phosphate ester (10 mol EO average). Listed in EU Regulation (EC) No 1223/2009 Annex II under reference II/411, prohibiting cosmetic use. Like the 5 mol EO analogue, the DEA component presents a nitrosation risk, forming NDELA. The higher EO chain does not mitigate the regulatory restriction driven by the DEA moiety.
