Dibutyltin oxide is an organotin compound used industrially as a PVC stabiliser and catalyst. Under EU CLP it is harmonised-classified as reproductive toxicant Category 1B (H360FD), STOT repeated exposure Category 1, and hazardous to the aquatic environment. Organotins are known immunotoxicants and endocrine disruptors. EU Regulation 1223/2009 Annex II prohibits organotin compounds in cosmetics; this substance has no legitimate cosmetic function. Any appearance in a cosmetic should be treated as a contamination or mislabelling issue. Evidence is high and the regulatory status unambiguous.
