HC Red No. 9 (CI 11277, CAS 56330-88-2) is an azo-type hair dye intermediate. EU CosIng restriction II/1305 under Annex III sets specific conditions for permitted use. Under the EU Cosmetics Regulation, azo dyes used as hair dye precursors are subject to the oxidation hair dye restrictions (maximum concentration in the ready-to-apply mixture, and prohibition in eye products). The compound may release aromatic amines on reduction, raising mutagenicity concerns if improperly used. Contact dermatitis and sensitisation are documented adverse reactions.
