This higher ethoxylated Nonoxynol has a substantially lower endocrine disruption profile than lower variants, yet remains restricted in EU cosmetic formulations under REACH Annex XVII.
Nonoxynol-23 is a polyethylene glycol mono(4-nonylphenyl) ether with an average of 23 ethylene oxide units. At this ethoxylation level, the surfactant's propensity to degrade to free nonylphenol is significantly reduced, and its aquatic toxicity is moderate to low. Nonetheless, EU REACH Annex XVII entry 46a imposes a class-wide restriction on nonylphenol ethoxylates in cosmetic products, encompassing Nonoxynol-23. Environmental persistence in water bodies remains a concern at trace concentrations.
