Nonoxynol-13 is a nonionic surfactant of the ethoxylated nonylphenyl ether family with an average of 13 ethylene oxide units. EU cosmetic regulation (REACH Annex XVII) restricts its use regardless of ethoxylation degree, as the nonylphenyl component is the primary concern. Higher-ethoxylated Nonoxynols have somewhat reduced aquatic toxicity compared to lower homologues, but regulatory restrictions apply uniformly across the series.
