About
An ethoxylated alkyl phenol surfactant with concerns about potential endocrine disruption and environmental persistence, as well as 1,4-dioxane contamination risk from ethoxylation.
Nonoxynol-3 is a member of the Nonoxynol series of ethoxylated alkylphenols where the average degree of ethoxylation is 3. While higher nonoxynols (NP and OP) face specific EU restrictions due to endocrine-disrupting properties of their degradation products (4-nonylphenol, 4-tert-octylphenol), the low ethoxylation number means Nonoxynol-3 may contain more residual alkylphenol impurities. The ingredient is not formally restricted in EU Annexes, but the SCCS has expressed concern regarding alkylphenol residues in cosmetic formulations.
Skin benefits
- Functions as a nonionic surfactant and emulsifier in formulations
- Can act as a solubilising agent for hydrophobic ingredients
Known concerns
- Potential alkylphenol (4-NP/4-tOP) contamination with endocrine-disrupting properties
- Risk of 1,4-dioxane contamination from ethoxylation process
- Environmental persistence of alkylphenol degradation products
- Limited specific toxicological data for Nonoxynol-3 versus higher ethoxylates
