This aromatic diamine salt is closely related to the banned dihydrochloride form (30200) and serves as a primary intermediate in oxidative hair dyeing. Although less hazardous than the 1:2 salt, it remains a strong contact sensitizer requiring strict dose controls. The EU SCCS has evaluated toluene-2,5-diamine salts and established safe concentrations for hair dye use. Any cosmetic formulation must comply with the SCCS opinion and applicable Annex III limits.
