PEG-16 OLEATE is the polyethylene glycol (16 mol EO average) monoester of oleic acid, serving as a nonionic surfactant and emulsifier in cosmetic formulations. It is not subject to EU cosmetics restrictions (not in Annex II or III). The high ethoxylation degree provides good water solubility and a low irritation profile, making it suitable for leave-on products. As with all PEG-derived ingredients, trace 1,4-dioxane from manufacturing may be present below concern thresholds.
