PEG-3 OLEATE is the polyethylene glycol (3 mol EO average) monoester of oleic acid, functioning as a nonionic surfactant and emulsifier in cosmetics. It is not subject to EU cosmetics restrictions (not listed in Annex II banned or Annex III restricted substances); however, as a lower-degree PEG ester it carries a mildly elevated irritation profile compared to higher ethoxylated variants. Trace 1,4-dioxane residues from ethoxylation manufacturing may be present.
