Coal tar pitch (low-temperature) is listed on EU Annex II (prohibited substances) when it contains more than 0.005% w/w benzo[a]pyrene (BaP). BaP is classified as a known human carcinogen (Carc 1B) under EU CLP Regulation 1272/2008 and is a polycyclic aromatic hydrocarbon (PAH) with established dermal carcinogenicity. The presence of BaP above this threshold makes the substance illegal in cosmetic products anywhere in the EU market.
