Polyquaternium-1 (also known as Polyquad) is a quaternary ammonium polymer historically used as both a conditioning agent and a preservative in ophthalmic solutions. While it is not classified as a preservative under EU Regulation (EC) No 1223/2009, the SCCS has noted concerns regarding potential mutagenicity findings in early in vitro studies that are no longer considered relevant at actual use concentrations. It is not listed in EU Annex II (banned) or Annex III (restricted). Current scientific consensus supports its safety in cosmetic formulations at concentrations up to 0.1%, though it remains more common in the US market than in Europe.
