Steareth-13 is the polyethylene glycol 13-mole ether of stearyl alcohol (n-octadecanol). It is listed in CosIng with emulsifying and surfactant functions and no EU restrictions in Annex III. Higher ethoxylation degrees increase water solubility and reduce the potential for skin penetration, making it suitable for both rinse-off and leave-on products. The Steareth series has an extensive safety history in cosmetics; CIR has found these ingredients safe at typical use levels. As with all ethoxylated surfactants, 1,4-dioxane contamination must be controlled. Steareth-13 is commonly used in combination with Steareth-2 or other emulsifiers for optimized emulsion stability.
