Urethane, also known as ethyl carbamate (CAS 51-79-6), is a well-documented carcinogen and mutagen. It is classified by the IARC as Group 2A (probable human carcinogen) and by the EU SCCS as a substance of concern in cosmetics. EU Regulation 1223/2009 lists urethane/ethyl carbamate in Annex II (list of substances prohibited in cosmetic products), meaning it is banned from all cosmetic formulations in the EU. It has historically been found as an impurity in some fermented cosmetic products and alcoholic beverages. No safe concentration can be established for cosmetic use given its genotoxic carcinogenic mechanism.
