About

A semi-permanent hair dye — EU-restricted to non-oxidative hair colour at max 2%, with noted sensitisation potential. Gloves required.

Basic Brown 17 (CAS 68391-32-2) is a cationic hair dye listed in EU Annex III/304. The SCCS (2014) concluded it's safe in non-oxidative hair dye at ≤2% concentration. May contain up to 4.5% Basic Red 118 as an impurity (otherwise banned in EU cosmetics). Both the SCCS and CIR noted a possible sensitisation potential — patch testing is recommended. Labelling must include 'wear suitable gloves' and 'Do not use to dye eyelashes or eyebrows'. CIR found insufficient data for use in non-hair-dye products.
