CETETH-23 (also known as Cetylareth-23) is the INCI name for cetyl alcohol etherified with approximately 23 moles of ethylene oxide, producing a hydrophilic nonionic surfactant with good emulsifying properties. It is listed in the EU Cosing database without restrictions in Annexes II or III. The CIR expert panel has assessed the ceteth series as safe for cosmetic use. The moderate EO chain provides a good safety margin with low skin penetration potential.
