A C4-rich petroleum gas stream containing more than 0.1% w/w 1,3-butadiene — butadiene is classified as a Category 1A carcinogen under EU CLP regulation and is prohibited in all cosmetic products in the EU.
This C4-rich gas stream from petroleum refining contains 1,3-butadiene above the 0.1% w/w threshold, which triggers prohibition under EU Cosmetics Regulation 1223/2009 Annex II. Under CLP Regulation (EC) 1272/2008, 1,3-butadiene is classified as carcinogenic Category 1A, germ cell mutagenic Category 1B, and extremely flammable (H220). REACH restrictions on 1,3-butadiene (ECHA Annex XVII entry 28) also apply, restricting occupational and consumer exposure. There is no permitted use of 1,3-butadiene-containing streams in cosmetic products in the EU.
