This is a catalytic cracking off-gas from petroleum processing containing >0.1% w/w 1,3-butadiene. Butadiene is classified as a Category 1B mutagen (H340) and Category 1 carcinogen (H350) under EU CLP Regulation 1272/2008. The EU Cosmetics Regulation 1223/2009 Annex II prohibits CMR Category 1A/1B substances from cosmetic products, and butadiene at any concentration above 0.1% triggers this prohibition. This stream would not be permitted as an ingredient in any EU-market skincare product.
