About

A sweetened C1-C4 hydrocarbon gas mixture containing more than 0.1% w/w 1,3-butadiene — butadiene is a confirmed human carcinogen and mutagen with no safe threshold, making this substance prohibited in EU cosmetics.

This sweetened hydrocarbon gas mixture has had sulfur compounds removed (sweetening process) but retains 1,3-butadiene above the 0.1% w/w threshold, triggering prohibition under EU Cosmetics Regulation 1223/2009 Annex II. Under CLP Regulation (EC) 1272/2008, 1,3-butadiene is classified as carcinogenic Category 1A and mutagenic Category 1B. REACH Annex XVII entry 28 restricts 1,3-butadiene to below 0.1% in substances placed on the market, and its presence above this threshold in any cosmetic ingredient is prohibited in the EU market.

Known concerns

  • Contains 1,3-butadiene >0.1% w/w — EU Annex II prohibited substance
  • CMR Category 1A carcinogen, Category 1B mutagen under CLP
  • Extremely flammable gas
  • No safe concentration threshold established
