About
Hydroxypropyl Bis-hydroxyethyldimonium Chloride is a cosmetic ingredient used in product formulations. Exercise caution due to limited available safety data.
Hydroxypropyl Bis-Hydroxyethyldimonium Chloride is a bis-quaternary ammonium compound where two hydroxyethyl-substituted dimethylamino groups are linked through a hydroxypropyl spacer. The hydroxy substituents reduce the overall cationic charge density, improving mildness compared to conventional single-quat conditioning agents like cetrimonium chloride. This makes it better tolerated on skin while maintaining excellent hair substantivity and anti-static performance. It is used in rinse-off and leave-in hair care products. No specific EU restrictions apply beyond standard cosmetic safety requirements under Regulation 1223/2009.
Known concerns
- Quaternary ammonium compound - mild sensitisation potential at high concentrations
- Generally mild for a cationic surfactant
- Well-established hair conditioning agent
