Laureth-4 Phosphate is an organophosphate ester formed by phosphorylating the hydroxyl terminus of Laureth-4 (dodecyl alcohol ethoxylated with ~4 moles EO). The phosphate group reduces the overall irritation profile compared to the parent ethoxylate while retaining emulsifying and surfactant properties. EU Regulation (EC) 1223/2009 does not list this ingredient in any restriction annex. Phosphate esters are generally considered mild and are widely used in cosmetic cleansers and micellar formulations.
