N-Retinoyl Dopamine is a covalent conjugate of all-trans retinoic acid and dopamine, combining the biological activity of retinoids with a neurotransmitter scaffold. EU CosIng lists restriction II/21 for this ingredient, which limits its use in cosmetic products — particularly in rinse-off formulations where exposure is lower, but nearly prohibiting it in leave-on products. Retinoids are well-documented teratogens and are restricted to very low levels in the EU, especially in body lotions and facial products.
