A solvent-refined heavy petroleum naphtha containing benzene above 0.1% w/w, classified as a presumed carcinogen and prohibited in EU cosmetic products under Regulation (EC) No 1223/2009.
Solvent refining uses selective solvents (e.g., furfural, N-methylpyrrolidone) to extract aromatic fractions from heavy petroleum naphtha. However, benzene removal is incomplete and the conditional benzene trigger applies to this stream. The heavy naphtha matrix (predominantly C8-C12) raises additional concerns for bioaccumulation and aquatic toxicity. Under EU Annex II, any benzene-containing stream at this threshold is banned from cosmetic use.
