This higher ethoxylated Nonoxynol has substantially lowered endocrine risk but is still prohibited in EU cosmetic products under REACH Annex XVII restrictions on the nonylphenol class.
Nonoxynol-40 is a polyethylene glycol mono(4-nonylphenyl) ether with an average of 40 ethylene oxide units. At this chain length, the compound is highly water-soluble and shows minimal degradation to nonylphenol under environmental conditions, with a correspondingly reduced aquatic toxicity profile. However, EU REACH Annex XVII entry 46a applies a blanket restriction to the nonylphenol ethoxylate class, and Nonoxynol-40 is included regardless of its more favorable toxicological profile.
