A short-chain ethoxylated oleyl alcohol surfactant used as an emulsifier and co-surfactant in cosmetic formulations, offering good oil-wetting properties with minimal skin penetration risk at use concentrations.

Poly(oxy-1,2-ethanediyl), α-9-(Z)-octadecenyl-ω-hydroxy with an average of 4 mol EO. Functions as a nonionic emulsifier and co-surfactant in rinse-off and leave-on cosmetic products. No EU regulatory restrictions; listed in CosIng without Annex II or III entries under Regulation (EC) No 1223/2009. The 4 mol EO chain provides moderate hydrophilicity with effective oil-wetting properties.
