A water-soluble ethoxylated oleyl alcohol surfactant commonly used as an emulsifier and cleansing agent in personal care products, with minimal irritation potential at use concentrations.
Poly(oxy-1,2-ethanediyl), α-9-(Z)-octadecenyl-ω-hydroxy with an average of 40 mol EO. Functions as a nonionic surfactant, emulsifier, and solubilizer. The higher EO content reduces oiliness and enhances water solubility. No EU regulatory restrictions; listed in CosIng without Annex II or III entries under Regulation (EC) No 1223/2009.
