A highly ethoxylated oleyl alcohol ether functioning primarily as a solubilizer in water-based cosmetic products, with a very low risk of skin penetration due to its high molecular weight.

Poly(oxy-1,2-ethanediyl), α-9-(Z)-octadecenyl-ω-hydroxy with an average of 82 mol EO. The long ethylene oxide chain imparts strong hydrophilic character, making it suitable as a solubilizer for poorly water-soluble ingredients. No EU restrictions apply; not listed in any annex of Regulation (EC) No 1223/2009. The high molecular weight significantly limits dermal absorption.
