PEG-12 Dioleate is an ethoxylated fatty acid ester derived from oleic acid with an average of 12 ethylene oxide units. It is classified in the EU Cosmetics Regulation (EC 1223/2009) as a permitted surfactant and emollient with no specific concentration limits; however, residual 1,4-dioxane from the ethoxylation process must be monitored per SCCS guidance.
