PEG-15 OLEATE is the polyethylene glycol (15 mol EO average) monoester of oleic acid, serving as a nonionic surfactant and emulsifier. It is not listed in any EU cosmetics restriction annexes. The higher degree of ethoxylation (vs. PEG-3 to PEG-12) confers improved water solubility and a lower irritation potential, making it suitable for leave-on and rinse-off formulations. As with all PEG derivatives, trace 1,4-dioxane from manufacturing may be present.
