Phenyl Mercuric Borate is a metallo-organic mercury compound listed in EU Cosmetics Regulation Annex V/17 (preservatives which are prohibited). Mercury and mercury compounds are banned from cosmetic products in the EU due to their extreme toxicity, bioaccumulation, and environmental persistence. The phenylmercury moiety releases mercury ions which are highly toxic to neurological, renal, and immune systems. This compound has no safe use in cosmetic formulations whatsoever.
