Polyethylene naphthalate (PEN) is a condensation polymer of ethylene glycol and naphthalene-2,6-dicarboxylic acid, used in cosmetics as a film-forming agent, viscosity controller, and opacifying agent. As a high-molecular-weight polymer it cannot penetrate the skin barrier and is not biologically available. It is not listed in any EU cosmetic Annex restrictions and has no GHS hazard classifications. Its safety profile is consistent with other inert cosmetic polymers used in leave-on and rinse-off formulations.
